Web Content Accessibility Guidelines (WCAG 2.1)
Report covers WCAG 2.1 Level A and Level AA success criteria (W3C Recommendation, June 5, 2018). WCAG 2.2 (W3C Recommendation, October 5, 2023) adds 9 new criteria — see the dedicated WCAG 2.2 Supplement section below.
Revised Section 508 (2017 Refresh, 36 C.F.R. Part 1194)
The 2017 Revised Section 508 standards incorporate WCAG 2.0 Level AA by reference for web content (Chapter 5, E501.1). Conformance with WCAG 2.1 AA (reported above) meets and exceeds the Section 508 web content requirement.
| Criteria | Name | Level | Conformance | Remarks |
|---|---|---|---|---|
| — | Chapter 3: Functional Performance Criteria (E301–E304) | Supports | Platform supports users without vision (via screen reader), without color perception, without hearing (no audio required), without speech (no voice input required), with limited manipulation (keyboard-operable), and with limited reach. | |
| — | Chapter 4: Hardware (E401–E415) | Not Applicable | Grant Search US is a web-based SaaS application — no hardware component. | |
| — | Chapter 5: Software (E501–E511) — Web content (applies WCAG 2.0 Level AA) | Supports | See WCAG 2.1 table above. Web-based software conforms to WCAG 2.1 Level A and AA. All previously documented partial-support gaps have been remediated as of June 2026. | |
| — | Chapter 6: Support Documentation and Services (E601–E603) | Supports | Online documentation available at /documentation and /support. Support team reachable via accessible web form. Accessibility feedback form at /accessibility. |
WCAG 2.1 — Level AAA Success Criteria
Level AAA is optional per Section 508 procurement requirements but is provided here as a competitive differentiator. "Not Evaluated" is the permitted conformance level for AAA criteria per the ITI VPAT® specification.
WCAG 2.2 Supplement
✓ Added June 2026WCAG 2.2 (W3C Recommendation, October 5, 2023) introduces 9 new success criteria not present in WCAG 2.1. Each criterion was evaluated against the primary user flows listed in the Tested Flows section. Results are based on manual and AT-assisted testing completed June 2026.
Note: WCAG 2.2 removes SC 4.1.1 (Parsing) as obsolete — this criterion has been retained in the WCAG 2.1 table above for Section 508 compliance purposes only. WCAG 2.2 AA is a superset of WCAG 2.1 AA (minus 4.1.1).
| SC | Name | Level | Conformance | Test Result | Remarks & Tested Flows |
|---|---|---|---|---|---|
| 2.4.11 | Focus Not Obscured (Minimum) | AA | Supports | PASS | Tested across all primary flows: sticky headers and mobile navigation bars do not fully obscure the focused element. Verified with keyboard navigation on sidebar, main content area, modals, and forms. The focused component is always at least partially visible. Flows: Navigation & Wayfinding · Application Creation & AI Drafting · Pricing & Checkout |
| 2.4.12 | Focus Not Obscured (Enhanced) | AAA | Supports | PASS | Full focus visibility ensured on all viewports. Mobile scroll-padding-bottom (80px) accommodates the sticky bottom nav height, ensuring focused elements at the bottom of the viewport are fully visible when scrolled into view. Verified on iPhone SE (375px), iPhone 14 (390px), and Android (360px) viewports. Flows: Navigation & Wayfinding (mobile viewport 375px) |
| 2.4.13 | Focus Appearance | AAA | Supports | PASS | All focus indicators meet WCAG 2.2 enhanced requirements (2px minimum thickness, 3:1 contrast against adjacent colors). Buttons use focus-visible:ring-2 with ring-offset-2. The primary ring color (hsl(192, 80%, 32%)) exceeds 3:1 against all background tokens including secondary (hsl(220, 20%, 96%)). Ghost and outline button variants on light secondary backgrounds verified passing via TPGi Colour Contrast Analyser. Flows: All interactive elements — buttons, links, inputs, selects |
| 2.5.7 | Dragging Movements | AA | Supports | PASS | All drag-and-drop components provide non-drag alternatives. RFP mapper uses click-to-select (Enter/Space) with aria-grabbed/aria-dropeffect roles. Document upload supports click/keyboard activation with full ARIA annotations. Team Task Board uses click-based status buttons for task movement — no drag gestures required. Single-pointer operation is fully supported across all interaction patterns. Flows: Document Upload · RFP Coverage Tracker drag-mapper · Team Task Board |
| 2.5.8 | Target Size (Minimum) | AA | Supports | PASS | Tested all interactive targets across primary user flows. All buttons use the Tailwind h-11 baseline (44px height). Icon-only buttons use h-11 w-11 (44×44px). Sidebar navigation items meet 24×24px minimum with adequate spacing. Mobile bottom nav icons meet 44px tap target with padding. No targets below the 24×24px WCAG 2.2 minimum found during testing. Flows: Navigation & Wayfinding · Pricing & Checkout · Profile & Settings · Application Creation |
| 3.2.6 | Consistent Help | A | Supports | PASS | Tested on 9 primary page templates. The Support link (/support) appears consistently in the sidebar navigation on every authenticated page. The Accessibility feedback link (/accessibility) appears in all page footers. Inline help text and guidance appear consistently within multi-step forms. Help mechanisms appear in the same relative order throughout. Flows: Navigation & Wayfinding · Application Creation & AI Drafting · Profile & Settings |
| 3.3.7 | Redundant Entry | A | Supports | PASS | Tested checkout flow (plan selection → payment), multi-step application workflow (5 steps), and profile setup. Information entered in earlier steps is auto-populated where required in subsequent steps — users are not asked to re-enter the same information within a single session flow. Organization name, email, and profile data pre-fill from existing user records. Flows: Pricing & Checkout · Application Creation & AI Drafting (multi-step) · User Registration & Login |
| 3.3.8 | Accessible Authentication (Minimum) | AA | Supports | PASS | Tested authentication flow with NVDA + Chrome, JAWS + Edge, and keyboard-only. The platform uses email/password authentication managed by the Base44 platform. No cognitive function tests (puzzles, CAPTCHAs, image recognition) are required to complete authentication. Password managers are supported — inputs use standard type="email" and type="password" attributes. No memory-based challenges required. Flows: User Registration & Login (all AT combinations) |
| 3.3.9 | Accessible Authentication (Enhanced) | AAA | Supports | PASS | No copy-paste restrictions on password or email fields. Object recognition, personal content recognition, or transcription are not required. Authentication meets enhanced level: no cognitive function test of any type is required at any point in the login or registration flow. Flows: User Registration & Login |
